This training  provided online with support of the State Support Team Region 5 staff will certify the participant as a Surrogate Parent for a child suspected of having or identified as having a disability. 
Surrogate parent(s) are identified by the district of residence to represent the child in special education related matters. They will represent the child in the areas of  identification, evaluation and educational placement to ensure the provision of free and appropriate public education for the child.
A qualified individual must meet the following criteria:
  • cannot be an employee of the Ohio Department of Education, the school district, or any other child services agency that is involved in the education or care of the child
  • has no personal or professional interest that conflicts with the child's interests
  • has knowledge and skills that ensure adequate representation of the child
  • and has received the prescribed training from their Regional State Support Team

Individuals  trained prior to September 2008 must participate in this training to maintain active status as a Surrogate Parent.
